Short answer
The Town of Prosper runs the water and sewer system; its water emergency line is 972-569-1000 and its after-hours on-call line is 972-832-5812. Homes in the Artesia subdivision are the exception: the City of Celina serves them. In Prosper, replacing a water heater, or installing a water softener or whole-house filter, needs a permit.
Who to call in Prosper
The Town of Prosper operates the water and sewer utility. It buys its treated water from the North Texas Municipal Water District, and wastewater is treated by NTMWD and the Upper Trinity Regional Water District (Public Works).

One exception: the Artesia subdivision. Artesia gets its water and sewer from the City of Celina (972-382-3345), not Prosper (utility service). If you live in Artesia, call Celina for anything at the meter or main, and follow Celina's rules for bills and watering.

Leaks and blockages: the town checks first
For a suspected leak or sewer blockage, Prosper's approach is to send a town employee to check whether the problem is in the town's line. If it isn't, the town will tell you to contact a plumber (Public Works). Calling the town first costs nothing and can save you a plumber's call-out fee when the problem is on the public side.
The town has been replacing older water meters at no cost to residents since spring 2025 (meter replacement program). Permits: more than just water heaters
Prosper's homeowner permit page is specific. A permit is required for plumbing installations, including replacing a water heater and installing a water softener or whole-house water filtration system (homeowner permit requirements). That second part catches people out: a softener or whole-house filter often looks like an appliance purchase, but in Prosper it's permitted plumbing work.

Water quality
Prosper's 2025 water quality report lists water from Lavon, Texoma, Bois d'Arc and Jim Chapman lakes, treated by NTMWD. Total hardness was 96 to 200 ppm from the Wylie plant and 96 to 144 ppm from the Leonard plant, roughly 6 to 12 grains per gallon. It's disinfected with chloramines, averaging 2.13 ppm, with a temporary switch to free chlorine each year (2025 water quality report; temporary change in disinfectant).
The town reported no lead service lines in the inventory it submitted to the state in 2024, and water loss of about 4.3% in 2025, low for a fast-growing system.
Watering zones and free sprinkler evaluations
Prosper assigns watering days by zone (water conservation):
- April 1 to October 31, twice a week: Zone I on Monday and Thursday, Zone II on Tuesday and Friday, Zone III on Wednesday and Saturday.
- November 1 to March 31, once a week: Zone I on Monday, Zone II on Wednesday, Zone III on Friday.
- Never between 10 a.m. and 6 p.m., and not in rain or freezing weather. No runoff onto streets or hard surfaces.

Backflow rules
Backflow assemblies in Prosper must be tested when installed and whenever work is done on or upstream of them, and certain assemblies need testing every year. Irrigation systems on properties with septic systems need a reduced pressure zone (RPZ) assembly (backflow information). The town's backflow inspector is on 972-310-9736.
Housing age
The median Prosper home was built in 2014, and only about 7% of homes predate 2000, according to Census estimates (American Community Survey 2020 to 2024).
