Who fixes which leak in Anna

The City of Anna runs the water and sewer system for city addresses. Its rules, from the Public Works FAQ:

• A leak between the street and the meter box is the city's to repair.
• From the meter box to your faucets is the homeowner's responsibility, repaired by a licensed plumber.

For sewer, the line from the house to the property line is the homeowner's. If a plumber clears your line and finds the blockage beyond the property line, call Public Works (sewer FAQ). Anna's design standards require a cleanout within 5 feet of the lot line on new service lines, which is usually where a plumber will start.

Public Works is on 972-924-4510 during the week (8 a.m. to 5 p.m.). After hours and on weekends, water and sewer emergencies go to 214-585-7725 (utility billing). Use those numbers for main breaks, overflowing sewer mains, and leaking meters or hydrants.

Replacing a water heater in Anna

Anna is unusually specific about water heaters, which helps when you're comparing quotes. According to the city's water heater requirements:

• A permit is required. Water heaters, gas or electric, go on the city's Miscellaneous Trade Permit, along with sewer and gas line replacements and lawn sprinklers.
• The plumber must get the inspection right after installation.
• A replacement needs a drain pan (1.5 inch).
• Gas units need a new flexible gas connector (no longer than 36 inches) and a sediment trap.
• Tankless units need the gas sizing (BTU and pipe length) approved first.
• In new construction, tank water heaters can't go in attics, apart from tankless units or attics reached through a full-size door from a second floor.

Applications are by email only to PERMITS@annatexas.gov; there's no online portal, and the fee must be paid within 48 hours. Plumbers must be registered with the city (applications). Inspections are requested by emailing inspections@annatexas.gov before 4 p.m. on the previous business day.

Leak forgiveness: once every three years

Anna's water: part groundwater

Unlike McKinney, which relies on NTMWD lake water, Anna blends two sources. The city's 2025 water quality report says about 45% of its water came from seven city wells and about 55% was surface water from NTMWD lakes, delivered through the Greater Texoma Utility Authority (2025 water quality report). The report shows a chlorine residual averaging 2.26 ppm, and lead and copper results well under their limits.

Anna's homes are young

Anna has grown quickly: 8,249 residents in the 2010 Census, 16,896 in 2020, and an estimated 24,330 in the 2020 to 2024 American Community Survey. The median Anna home was built in 2012, and roughly 9 in 10 were built in 2000 or later (Census data).

Newer homes have fewer corroded pipes, but the problems they do have come early: builder-grade fill valves and faucet cartridges, first water heater replacements at 10 to 15 years, and irrigation systems that need adjusting. See water heater lifespan and running toilet.

Watering rules

From April 1 to October 31, Anna allows watering twice a week, only between 6 p.m. and 10 a.m., with no assigned days. From November 1 to March 31, it's once a week. Don't water in the rain, and don't fill ponds with treated water (water conservation). Lawn sprinkler work also goes on the Miscellaneous Trade Permit.
