Plumbing in Lucas, TX: Septic Systems, Water Providers and Permits

Which water provider do you have?

Lucas is served by more than one water utility. According to the city's 2023 Comprehensive Plan, the City of Lucas runs its own water system, buying treated water from the North Texas Municipal Water District, but Seis Lagos Utility District, Wylie Northeast Special Utility District and the City of Allen also serve some residents inside the city limits and its surrounding area (2023 Comprehensive Plan).

• City of Lucas: after hours, call 972-727-8999, choose option 2 and leave a message for the on-call staff. For an emergency leak, the city also lists 911 or the Collin County Sheriff on 972-547-5100 (Public Works). Utility Billing is on 972-912-1205.

Homes in Lucas are on septic

The biggest difference between Lucas and McKinney is sewer. The City of Lucas's wastewater system serves non-residential uses only, so homes use on-site sewage facilities (septic systems), with at least an acre per home site (2023 Comprehensive Plan).

Septic systems in Lucas are permitted by Collin County Development Services, 972-548-5585, at 4690 Community Ave. in McKinney. New homes, additions and plumbed outbuildings need county septic approval before the city issues a building permit (get a permit).

For aerobic systems, the rules the city has published include (city newsletter):

• a maintenance contract is required; the installer's contract covers the first two years,
• renewals must reach the county 30 days before the contract expires,
• the system must be inspected three times a year, at four-month intervals,
• the owner must keep chlorine in it, using approved tablets and not pool chlorine, and
• changes need a county repair or upgrade permit.

What this means day to day: a slow drain throughout the house, gurgling, or a sewage smell outside may be a septic problem, not a pipe problem. Water heaters: Lucas's local rules

In Lucas, all water heaters, electrical and plumbing work need a permit and inspection, applied for through the city's MGO Connect portal, and contractors must register first. The city's local water heater rules (get a permit):

• a ball valve shutoff on the cold water line,
• a drain pan at least 1.5 inches deep with a drain line of at least 3/4 inch, which must drain outside (a WAGS valve is needed if it can't),
• units in a garage raised at least 18 inches,
• a gas connector no longer than 36 inches, and
• combustion air openings of 100 square inches at both the top and bottom of a water heater closet.

Leak adjustments

On large lots, the pipe from the meter to the house can be long, and a leak underground can run for weeks before you see it. Lucas customers can log in to the city's meter portal to see hourly use and set leak alerts (consumption portal). Our high water bill guide shows the meter test.

Private wells

Some Lucas properties have private wells. Drilling a well inside the city needs a permit from the building official, a well must be at least 150 feet from a septic tank or drain field, and well piping may never be connected to city water lines (Lucas code, article 13.04). If you're adding a well for irrigation, make sure it's fully separate from the house supply.

Water quality, irrigation and sprinklers

The City of Lucas's 2025 water quality report shows NTMWD water from Lavon Lake with total hardness of 96 to 200 ppm, roughly 6 to 12 grains per gallon (2025 report). See our hard water guide.

From April 1 to October 31, Lucas allows watering on two assigned days a week, before 10 a.m. or after 6 p.m. Penalties start with a warning letter, then $500, then $2,000 (water conservation). The city's watering schedule map gives each address its days. Irrigation systems need a permit and a testable backflow device, and all new homes in Lucas must have fire sprinklers.
